Preheat the oven to 356 degrees F.
Boil water in a pot. Then in a bowl, put semi-sweet chocolate, unsalted butter, and sugar. Place the bowl on top of the pot and melt the ingredients.
Once melted, take it off the pot. Sift the flour, unsweetened coconut powder, and baking powder into the chocolate mixture. Next, add the warm milk and vanilla extract. Mix well.
Get your pan and grease it with some vegetable oil. Then pour the chocolate mixture. Flatten the top using a spatula and bake in the oven for 25 minutes.
In a bowl, add whipping cream then whisk. Add some sugar and whip until stiff peaks form. Once done, spread it on top of the brownie.
Put the semi-sweet chocolate in a bowl and pour the hot milk. Stir until all the chocolate is melted. Then pour it on top of the cream. Spread evenly using a spoon. Then put some sprinkles on top.
