To make the dumplings, put 2 cups of flour in a bowl, then add baking powder, salt, vegetable oil, and milk. Mix them thoroughly. After this, transfer the dough to the floured mixing board. Add a bit of flour to the dough just to take away the stickiness. Next, rub a bit of flour into the rolling pin and start rolling the dumpling dough. After this, take a knife and cut the dough into 1 x 1 1/2-inch square pieces. In a large pot with boiling water, add 2 tsp of soup base. Slowly drop the dumplings into it. Cook them until they float (around two minutes). Do these in small batches. When the dumplings started floating, scoop them up using a strainer, then set them aside.

Moving on with the sauce, put some butter into a pot on medium heat. After the butter melted, add the flour, making a roux. Cook it for a moment to make sure the flour doesn’t taste raw. After this, add 1/2 cup of milk and continue stirring until the consistency becomes thick, then add the rest of the milk. Put a bit of sugar, and pepper, then add a little more of the soup base. Continue to stir. After the sauce becomes thick again, add a cup of the water that the dumplings cooked in a while ago. Prepare to serve by putting some dumplings in a bowl, then add some of the sauce that was made earlier.
