Start by preheating your oven to 350F, and lightly greasing a 9×13 baking pan.
Add 2 cups of white rice, diced onion, 3 tablespoons of melted butter, and 2 tablespoons of flour into the prepared pan and stir until there are no more visible white specks.
Pour 5 cups of chicken broth, then add 1 cup of heavy cream, 1 teaspoon of salt, and 1/2 teaspoon of black pepper. Stir to combine.
Place the chicken thighs on top of the rice mixture. Brush them with the remaining melted butter, then sprinkle Italian seasoning and garlic powder.
Cover the baking pan with aluminum foil, then place inside the preheated oven. Bake for an hour, then remove the foil and bake for 30 minutes more. The chicken skin should crisp up. Serve while hot. Enjoy!
