Ingredients:

For the Picadillo:

  • 2 lb ground beef
  • 1/2 diced onion
  • 1 small bell pepper (or 2 jalapenos)
  • 3 minced garlic cloves
  • 2 tsp ground cumin
  • 2 tsp ground black pepper
  • 2 tsp oregano
  • 4 tsp salt
  • 2 small potatoes, diced
  • 2 small carrots, diced
  • 2 Roma tomatoes, diced

For the Enchilada Sauce:

  • 8 New Mexico chile pods
  • 2 chile anchos
  • 5 chile arbol (optional)
  • small piece of onion
  • 3 garlic cloves
  • 1 tsp oregano
  • 1 tsp ground black pepper
  • 1/2 tsp ground cumin
  • 1 1/2 tsp salt
  • 4 cups beef broth (or water)
  • 3 tbsp butter
  • 3 tbsp all-purpose flour

Directions:

Step 1

Heat a large pan over medium-high heat and add a bit of oil. Once heated, add 1/2 diced onion and 1 small diced bell pepper. Saute for three minutes, then add the ground beef. Season with three minced garlic cloves, 2 tsp ground cumin, 2 tsp oregano, 2 tsp ground black pepper, and salt to taste. Break the meat apart and cook until brown. Once browned, add two diced small carrots, two diced small potatoes, and one bay leaf. Mix well. Reduce the heat to medium, cover the pan with its lid, and simmer for ten minutes. After this, add two diced Roma tomatoes, mix, and cook for three minutes. Set aside.

Step 2

Next, make the enchilada sauce. In a small sauce pot, add eight New Mexico chile pods, five chile arbol, and two chile anchos. Cover them with water, set the heat on high, and bring it to a boil. Once boiling, turn off the heat, and transfer the chiles to the blender. To that, add three garlic cloves, a small piece of onion, 1 tsp ground black pepper, 1 tsp oregano, 1/2 tsp ground cumin, and salt to taste. Pour 4 cups beef broth, then start to blend until smooth.

Step 3

Melt 3 tbsp butter in a small sauce pot over medium heat, then add 3 tbsp all-purpose flour. Cook for 30 seconds, then pour the enchilada sauce while whisking. Bring it to a simmer, then set it aside. Now, fry the tortillas in another pan for about five seconds. Once done, preheat the oven to 400 degrees F, then start assembling the casserole. Start by adding a bit of enchilada sauce to the bottom of the dish, then layer the tortillas. Next, add another layer of sauce, then add the ground beef layer. Top it with shredded cheddar cheese.

Step 4

For the next layer, dip each tortilla into the sauce, then place it on top of the cheese, then add ground beef, and more cheese. Repeat the layer one more time. Place the casserole in the preheated oven and bake it for 20 minutes or until the cheese melts. After baking, let it sit for ten to fifteen minutes, then cut it into bite-size portions.
