Add the beef into the bowl, followed by 3 teaspoons of dark soy sauce, 1 1/2 teaspoons of oyster sauce, 1 teaspoon of sugar, 3/4 teaspoon of baking soda, 1/4 teaspoon of black pepper, 5 teaspoons of corn starch, 8 teaspoons of water. Mix until well combined, then add 4 teaspoons of oil. Mix again.
Place a pan over medium-high heat, then add some oil. Add the ginger and broccoli florets. Once the broccoli is coated with oil, add 1 tablespoon of rice wine. Continue to fry until the rice wine cooks off then season with 1/8 teaspoon of salt and 1/8 teaspoon of sugar. Mix well, then add 1/3 cup of water. Cover it with the lid and cook for 30 seconds. Transfer to a plate.
Add more oil to the same pan. Pan-fry the beef on one side, then add minced garlic. Flip them over and fry them on the other side. When it’s halfway cooked, add 1 tablespoon of rice wine. Stir well.
Once the rice wine evaporates, add 2 teaspoons of dark soy sauce, 1 teaspoon of oyster sauce, and 1 teaspoon of sugar. Mix and continue to stir fry until the color looks even.
Add 1/2 and 1/8 cups of water to the beef. Allow it to come to a boil. Continue to cook until the sauce starts to thicken up then turn off the heat.
Add the broccoli florets back, followed by 1/4 teaspoon of black pepper. Mix until well combined, then transfer to a plate.
