Place a large saucepan over medium-high heat and add olive oil. Once hot, add the beef and cook until browned for about 7 to 10 minutes. Once done, transfer the meat to a plate, and leave 3 to 4 tablespoons of the pat in the pan.
Lower the heat to medium then add the onion. Saute until soft for about 5 to 7 minutes, then add the garlic and anchovy. Cook them for another 2 minutes. Next, add the hot red pepper flakes and cook for another 30 seconds.
Put the meat back in the pan and add the tomato paste. Stir and cook for about 5 minutes.
Add the plum tomatoes and mix until well combined. Once it starts to bubble, lower the heat to a very low simmer. Cook it uncovered for at least 20 minutes at a low simmer. Make sure to stir occasionally to avoid any sticking. Once done, reserve 3 cups of the sauce.
Parboil the rice in salted water for about 8 minutes while the sauce is cooking. After that, drain the rice and rinse under cold water. Combine it with the peas.
Preheat your oven to 375F, then place the racks near the middle.
Add the peas with rice in a large bowl, followed by the sauce, basil, half of the scamorza cheese, and half of the pecorino.
Add half of the reserved sauce to a 9×13 baking dish and coat the bottom well. Pour the rice mixture into the dish and top it with the remaining sauce and cheese.
Place it inside the oven and bake for 30 to 35 minutes or until tender. After baking, broil it for about 1 to 2 minutes for extra color. Watch it carefully as you don’t want it to burn. Once done, let it rest for about 10 to 15 minutes before serving.
